Audit Report
Kerala Local Fund Audit (KLFA) is the legal inspection system implemented to make the financial transactions and administration of grama panchayats in Kerala transparent and accountable.
Main Objectives of the Audit
- Fund Utilization: Ensure that central-state grants, own funds, and amounts allocated for projects received by grama panchayats are spent in compliance with proper rules.
- Prevention of Corruption: Identify and prevent financial irregularities, unauthorized expenditures, and misuse of funds.
- Maintenance of Records: Verify whether cash books, stock registers, and annual income-expenditure accounts are properly maintained.
Audit Implementation Method
- Local Fund Audit Department: The Directorate of Local Fund Audit of the Government of Kerala is the independent system entrusted with conducting the annual audit of grama panchayats.
- Annual Inspection: At the end of each financial year, auditors visit and inspect all accounts of the panchayat directly.
- Audit Report: After the inspection, an Audit Report is submitted to the panchayat governing body. Audit objections and irregularities identified are detailed within it.
