The Kerala Panchayat Raj (Preparation of Citizens’ Charter) Rules, 2004 stipulate that the Panchayat shall prepare and publish a Citizens’ Charter, duly approved by the Panchayat, describing the services that the Panchayat voluntarily undertakes to provide to the citizens residing within the Panchayat area in a time-bound manner, the services to which they are entitled, the conditions applicable to such services, and the time limit within which they will be provided.
It is the right of every citizen to obtain services from the offices through an easy, simple, and transparent process. In order to exercise this right, important information relating to administration must be made available for the information of all sections of the people in the Grama Panchayat. This Citizens’ Charter is hereby presented before the public by incorporating this information in the simplest possible manner.
