Budget Report
The Grama Panchayat Budget is an official document prepared by recording the estimated income-expenditure accounts and developmental projects that grama panchayats intend to implement each financial year. This is essential for ensuring transparency in the panchayat's administration and developmental activities, as well as for precise financial planning.
Main Components of the Budget
- Own Funds: Amounts mobilized through building tax, professional tax, license fees, D&O fees, rent from panchayat assets, etc.
- Government Grants: General funds received from central-state governments, plan funds, and grants based on the recommendations of the Finance Commission for local self-government institutions.
- Development Funds: Amounts set aside for agriculture, education, health, and infrastructure development as part of annual projects.
Budget Formation Process
- Project Formulation: The panchayat budget is formulated based on the suggestions and requirements received from the people in Gram Sabhas.
- Standing Committee Discussion: The draft budget prepared by the finance standing committee of the panchayat is presented for the approval of the panchayat governing body.
- Presentation and Passing: Before the commencement of each financial year (usually in February/March), the panchayat vice-president (finance standing committee chairman) or the secretary presents the budget in the grama panchayat meeting and passes it after discussions.
